Spec-to-Price Ratio for me.
Most of the mobile systems I would look at are going to be around the same speed, but it will ultimately be the cost of the machine at a dollar per hertz type thing. I think functionality just falls into specs (get a single core system and it won't be as functional as a dual, etc)
If I was going to throw suggestions I would say look at both ends of the spectrum for mobile computing (netbooks and high powered DTR's). I know that I would love to have a laptop that normally stays docked but could be moved if I needed to with enough horsepower to do my desktop computing as well.
I think this applies to desktops for me too, but I would say that I don't fall into the general population when it comes to this 1. because I always build my own 2. I will normally by one step from cutting edge.

You didnt list it, and I am sure most people will deny it, but it is an innate trait that we all have whether you want to admit it or not...

I'm glad this isn't Amerca. When I get a vote in America it doesn't seem to have any effect.
Thats what we get for letting litteraly anyone own land...

Doesnt matter, once you turn 18 your oppinion does not matter. And if you are under 18, your oppinion will be decided by someone else whose oppinion does not mater.

dont specs and functionality go together?
dont specs and functionality go together?
Sort, of, but I think some people might buy a computer for a certain function without caring about the specs, as long as it takes care of that task.
At least thats the way I looked at those too... When I buy a computer, I dont look at all the numbers and whatnot, most of that means nothing to me. If I can get on the internets wirelessly to download music, pron, and post on random OT forums, I am happy with it.

I'm broke so I'm going with price first. Then specs according to the budget.

Price for me because I typically only need basic systems so if it is decent and can be upgraded with RAM those are usually the two main things I look at.
