I can't figure out if it's a hard drive, a computer, or what.

Just a fancy storage system. Most likely running a linux system that will auto backup your stuff for you

So finding a external hard drive and ripping DVDs to it, then connect the external HD to my PS3 is still the easiest, cheapest way to make a digital DVD collection?

Ah, actually has media player capabilities

I didn't see where it said it has a HDMI out though. I guess I'd have to buy another device to connect this thing to the TV.
But I am starting to get a stronger grasp of how this networking works, or at least is supposed to work.

Yes, without question. I'd say keeping the stuff on a server (or your main pc) mapping the drive to your ps3 would be the best and just partition the drive so the ps3 could read it.

I could easily help you walk through setting up a network system to use what you already have.

It seems though there are some issues with partitioning and file formats. It seems as this one can read the many different types of formats.
Upon closer inspection, this is a storage device and reader. I'd still have to get something else to connect this to my TV.

Why does it need an HDMI out? A ripped DVD will hardly need HDMI to reep the benefits of getting the highest quality signal possible. Hell, that thing could have composite video and you would still get the best possible picture quality offered by DVD.

Yes, correct. But its pretty easy to download codecs to run the different formats.
Thinking out loud here, you want the ps3 because of the bluray and you want to connect to your network to play other movies not on bluray right?
So you already have a pc, you have the ps3 connected and you either have the ps3 wired or wireless to your network right?

Because it's one cord. It is not a requirement.

No. I have a PS3, but it isn't connected to the internet. It is connected just the same as a 1989 Nintendo.
I do not have anything wireless because my internet gets off promotion in November and I refuse to pay $50/mo for internet....so for now my laptop is connected to the modem directly.

I thought so too, but the first ones (so I've been told, I don't have a ps3) did not.

I don't take it anywhere. I use it as a desktop, but I put it away when I am not using it.
I thought all ps3's had built in wireless.
Mine does

Here is what I would do personally.
I would get a wireless router, connect the laptop and the ps3 to it (still could do wired to both if you wanted) and on that note does your current modem have a multiport plug system in the back (a switch or router built into the modem)? I would either use a seperate desktop running the correct file system or partition some space on your laptop that the playstation can access.
So you basically have this
Modem > Wireless router > laptop with separate space e(or separate pc for storage) >ps3 that connects to the network and accesses the files>ps3 to the tv.
So you add basically nothing, and get access to music and videos. I'm assuming you don't mind spending at least a little as you were looking at that box, but routers are cheap. Also, many newer routers have usb plugs on them (mine specifically does) so you could plug the external harddrive directly to it and never have to worry about the laptop being on or off.

Damn, edit goes away fast.
If you are thinking "well the ps3 has a usb I can plug into too" , i think it does at least *shrug* it is less efficient. Hooking to the router lets you always see it and you can just drag and drop to the harddrive whenever you want, using it on the ps3 means plugging it in to the laptop, moving it to the ps3 and back.
